Interesting thing about Jeju car license plates...
Check out the license plates of the cars around you. There are usually two digits, one/two Korean characters, then four digits. The Korean characters symbolise where the car was registered.
If you see these characters - kind of like a penguin wearing a hat, holding a stick (Click on the photos below) - it means the car is a rental car, and is probably being driven by someone who a) is not from Jeju, and b) may not be completely familiar with the road rules on the island!
